  • 保尔森基金会与中方合作伙伴召开 “中国滨海湿地保护管理战略研究项目”成果发布会

    Read in English 保尔森基金会 研究表明,沿海湿地极度濒危,围垦项目势必跨越政府划定的“红线” 中国北京——保尔森基金会与中国国家林业局和中国科学院地理科学与资源研究所合作,召开“中国滨海湿地保护管理战略研究项目”成果发布会。报告指出,中国濒危沿海湿地持续退化,建议制定政策加强保护和恢复这些重要的生态系统。该项目由老牛基金会资助。 参与该项目的中国专家历时18个月开展研究,报告指出,在中国所有类型的生态系统中,沿海湿地受到的威胁最严重,但保护力度却最小。报告还指出,按照中国目前的2016年沿海地区经济发展规划,沿海湿地遭围垦破坏,总面积势必突破政府规定的8亿亩湿地保护“红线”,而这是维护中国基本生态安全的底线,包括提供水产品、淡水和防洪等。研究人员对沿海地区的生物多样性和面临的威胁展开了全面调查,划定了180个重点保护区,包括11个最重要的候鸟栖息地,需要立即采取果断的保护措施加以保护。 沿海湿地是防止全球气候变暖导致海平面上升的重要屏障,但由于面积不断萎缩,难以起到应有作用。因此,保护和恢复沿海湿地是以自然为本应对气候变化的重要途径。中国有长达一万八千公里的海岸线,很容易遭受全球气候变化带来的不利影响。因此,报告指出,中国应当严肃认真地保护并恢复天然沿海湿地构成的“绿色长城”,保护沿海地区免于遭受全球变暖带来的海平面上升和极端天气事件的影响。 保尔森基金会主席亨利·保尔森表示,“作为一名终身环保主义者,我认为,如果没有一个健康的环境,是不可能实现可持续经济增长的。为了沿海地区的长期经济繁荣,为了我们当前和子孙后代的福祉,现在有必要反思过去的经济发展模式,采取果断行动转向更加可持续的经济增长。我建议把保护和恢复沿海湿地作为一项重要工作,纳入沿海地区经济发展活动”。 根据该报告,天然湿地面积不断萎缩导致候鸟栖息地严重流失,种群数量严重下降。报告指出,由于保护管理制度不健全,人力和财政资源不足,大约一半的重要湿地区域仍然毫无保护。湿地区域由许多政府部门交叉管辖,各部门权责不一而且缺乏合作,导致沿海湿地加速萎缩。更重要的是,湿地保护这项重要的自然资源保护工作并没有充分纳入地方经济发展规划和地方政府官员政绩考核当中,因此往往被让位于短期的经济收益。 该报告提出了六大政策建议,其中包括颁布《湿地保护管理条例》,实行终身责任制并惩处导致湿地破坏的政府官员;扩大保护区以填补保护空白;提高公众意识以提升地方当局和民众对湿地的重视程度;示范和展示国际最佳实践;更好的平衡和整合经济和环境目标;加强在沿海湿地保护和恢复上的科学研究和国际合作。 沿海湿地可以提供丰富的生物多样性和宝贵的生态服务功能,在经济和社会层面上支持人类生活并促进长期繁荣。中国沿海地区人口占全国的40%,GDP占全国的60%左右。自1950年代以来,中国发展经济已经导致60%以上的天然沿海湿地消失。为了实现中国建设“生态文明”的目标,同时也是为了支持可持续发展,中国各级政府必须高度重视保护自然资产。报告指出,可以通过恢复沿海湿地及其生态系统在内的各种保护措施来建设“生态文明”。 结论与建议白皮书 (1.71 MB in PDF) 保尔森基金会简介: 保尔森基金会是一家“知行合一”的智库,致力于促进中美两国的环境保护和可持续发展,同时推进双边经济关系和跨境投资。基金会成立于2011年,由亨利·保尔森创办。基金会的秉承的工作原则是:只有中美两国互补协作,才能应对当今最紧迫的经济和环境挑战。 作为独立无党派机构,保尔森基金会的工作中心是中美两国的经济和环境问题。在中国,基金会致力于应对气候变化和改善空气质量、推进生态保护并促进城镇化可持续发展。基金会的智库发表的论文涉及中国的宏观经济问题、能源战略以及中美两国关系等重大问题。在美国,基金会致力于促进改善中美关系,创造可增加就业机会的双边跨境投资,并降低气候变化带来的经济风险。基金会总部设在芝加哥大学,并在华盛顿和北京均设有办事处。 Original article: http://www.paulsoninstitute.org.cn/index.php/news/2015/10/19/paulson-institute-and-chinese-partners-publish-blueprint-of-coastal-wetland-conservation-and-management-in-china/
