选择其他语言: 2016年11月28日、保尔森基金会 滨海湿地是一类重要的生态系统，可以保护沿海地区免受海平面上升和极端气候的影响，并为数以百万计的迁徙鸟类提供停歇地。然而，自1950年代以来，受工农业开发、城镇化、过度养殖和入侵物种等影响，中国近60%的滨海湿地已经丧失。根据中国国际湿地公约履约办公室、保尔森基金会和中科院地理科学与资源研究所共同开展的“中国滨海湿地保护管理战略研究”项目（简称：蓝图项目）的研究结果，在中国所有的生态系统中，沿海湿地受到的威胁最严重，而受保护程度却最低。现在正是候鸟迁徙的季节，大量的迁徙水鸟在中国的滨海湿地停歇，补充食物和能量，然后继续飞往更南方的越冬地。为保护这些至关重要但濒临险境的候鸟栖息地，蓝图项目提出了以下政策建议： 修订和完善国家和地方湿地保护法规。制定和颁布“中国湿地保护条例”；将湿地保护纳入现行的相关法规中，为加强湿地保护管理工作提供法律依据。将天然滨海湿地纳入地方自然资源资产负债表，并将湿地保护纳入地方政府官员的政绩考核体系。政府应当针对湿地保护执法、湿地管理和不同部门之间及各级地方政府之间的协调工作建立和简化相关制度。 将滨海湿地保护纳入统一的土地空间开发保护规划。在沿海市（县）一级开展“多规合一”和生态用地试点项目；对已批准的滨海湿地围垦和填海计划进行再评估和/或暂停实施。对已围垦但未开发的滨海湿地，进行生态恢复。 加大滨海湿地保护恢复工程力度。大力支持自然保护区、国家湿地公园等保护基础设施建设工程。引入独立第三方评估机制，对已完成的保护工程进行评估，进一步总结和提炼重点针对滨海湿地合理利用的最佳实践。大力支持自然保护区、国家湿地公园等保护基础设施建设工程。引入独立第三方评估机制，对已完成的保护工程进行评估，进一步总结和提炼重点针对滨海湿地合理利用的最佳实践。 新建滨海湿地保护区或扩大现有保护区范围。对滨海湿地按其重要性实行分级管理制度。在11处尚未得到保护的重要水鸟栖息地新建自然保护区或湿地公园，制定滨海湿地保护计划，提供必要的技术指导和资金支持。 加强滨海湿地的科学研究，研发湿地保护、恢复和管理技术模式。建立滨海湿地监测研究网络，将关键湿地纳入国家《生态环境监测网络计划》的范畴。各管理部门应当尽快启动滨海湿地恢复的科技行动计划，建立非政府组织与其他相关机构之间的合作伙伴关系，共同应对与滨海湿地生态系统恢复管理相关的问题。 另：蓝图项目的最后一项建议是公众宣传教育，这是拯救湿地和赖此生存的水鸟的关键举措之一。过去一个月中，保尔森基金会一直在积极开展滨海湿地保护宣传活动，并发布了一系列湿地及濒危迁徙水鸟保护的视频宣传材料。 促进中国沿海湿地保护网络发展，提高公众对沿海湿地保护重要性的认识。推动中国加入《保护迁徙野生动物物种公约》，促进湿地保护领域的国际合作。发挥国家地方各级环保组织的作用，组织各项活动，提高公众对沿海湿地保护重要性的认识，例如全国性的沿海湿地生态旅游活动，以及网络宣传沿海湿地保护知识等。 原文: http://paulsoninstitute.0507.net/index.php/paulson-blog/2016/11/28/how-china-can-save-its-threatened-coastal-wetlands/
