    选择其他语言: 15 June 2017 保尔森基金会 今天,保尔森基金会、世界自然基金会、河北省林业厅和河北省滦南县人民政府共同签订一份长达五年的四方合作备忘录,旨在保护中国渤海湾最为重要的迁徙水鸟栖息地之一的南堡滨海湿地。为了保护这片湿地,四方将共同努力合作,与合作伙伴一道,在未来一年里对南堡湿地开展全面科学考察和规划研究,成立省级自然保护区。保尔森基金会和世界自然基金会将在自然保护区的规划、申报过程中提供支持,并将在保护区建立之后,继续支持开展后续的保护区管理、建设和环境教育等工作,以加强南堡湿地的生物多样性保护、促进当地人与自然的和谐发展。 南堡湿地位于河北省滦南县境内,渤海湾的北部,由天然潮间滩涂、养殖塘和盐田组成。得天独厚的地理位置和湿地资源使南堡湿地成为了东亚-澳大利西亚迁徙路线上最为重要的水鸟迁徙中停地之一,每年约有35万只迁徙水鸟在此停歇、补充能量,是红腹滨鹬、弯嘴滨鹬、黑尾塍鹬、小青脚鹬等水鸟的重要迁徙停歇地。在南堡湿地的水鸟中,有22种水鸟的种群数量超过了其全球种群总数或迁徙路线种群总数的1%,已达到《湿地公约》(Ramsar Convention)所规定的国际重要湿地的标准。《湿地公约》是一个政府间的协定,为湿地资源保护和利用构建框架。 保尔森基金会(美国)北京代表处首席代表于江介绍说,在过去三年里,保尔森基金会与国家林业局、中国科学院等单位合作完成了由老牛基金会资助的《中国滨海湿地保护管理战略研究项目》,该项目对中国滨海湿地及其生物多样性的现状和所受威胁进行了系统分析和评估。作为该项目的重要成果之一,确定了十一处中国沿海最重要、而尚未纳入法定保护体系的水鸟栖息地,其中就包括河北省的滦南南堡滨海湿地。 中国滨海湿地整体面临着巨大的经济开发压力。在过去50多年时间里,中国已经丧失了60%以上的天然滨海湿地。尽管南堡湿地目前可能是中国渤海湾区域保存得较为完整的一片湿地,但仍然与中国其它许多滨海湿地一样,面临着围垦、过度捕捞、互花米草入侵等威胁,对众多在此停歇、栖息的水鸟生存可能带来严重不利影响,也影响当地的经济社会可持续发展。已有研究表明,有些高度依赖南堡湿地进行中停补给的迁徙水鸟正处于种群数量持续下降的困境中,例如东亚-澳大利西亚迁徙路线上主要在新西兰、澳大利亚等地越冬的红腹滨鹬的种群数量在过去十数年中以每年9%的速度在下降,IUCN报告称,如不采取保护措施,10年后红腹滨鹬种群将所剩无几。因此亟需加强对滦南湿地的保护和合理利用。 为了保护这片湿地,河北省各级政府及有关组织正在积极共同努力。在2016年10月召开的“北戴河滨海湿地及水鸟保护国际研讨会”上,当时出席会议的河北省领导就当场表示要加强对包括滦南湿地在内的河北省境内重要滨海湿地的保护。滦南县政府也已经决定将南堡湿地规划建设成自然保护区,计划采取更加严格的保护措施。作为长期关注和倡导南堡湿地保护的保护组织–保尔森基金会和世界自然基金会对此表示积极的赞赏,并将在自然保护区的规划、审批、建设和管理过程中,借鉴国内外同类型自然保护区建设与管理的先进经验,共同协作把滦南南堡湿地管理好、建设好、保护好。 保尔森基金会在滦南南堡湿地保护方面的工作得到了河仁慈善基金会的慷慨资助。   原文: https://mp.weixin.qq.com/s/Cgn7DUA4dQapEBbGSBqnwg
