Sister Site Agreement under the EAAFP Flyway Site Network is a useful mechanism to enhance the collaboration between important sites of migratory waterbirds in the Flyway. In 2019, Governments of Incheon Metropolitan City, Republic of Korea (Ro Korea) and Hong Kong Special Administrative Region (Hong Kong SAR), People’s Republic of China, signed a Memorandum of Understanding to link Songdo Tidal Flat (EAAF 145) and Mai Po – Inner Deep Bay (EAAF 003) under the EAAFP Sister Site Programme.

In May 2021, the East Asian-Australasian Flyway Partnership (EAAFP) Secretariat launched the video “A Tale of Black-faced Spoonbill Linking Two Cities, Incheon-Hong Kong Sister Site Agreement”, to illustrate how Incheon-Hong Kong sister site agreement would enhance the collaboration between the two Flyway Network Sites (FNS), Songdo Tidal Flat in Incheon, Republic of Korea, and Mai Po Inner Deep Bay in Hong Kong for the conservation of migratory waterbirds.

The featured migratory waterbird species of these two FNSs is Black-faced Spoonbill, as it breeds in Incheon while Hong Kong is one of its wintering grounds. Thus, this endangered bird is linking these two cities which are two thousand kilometers apart. It is hoped that the sister site agreement between the two FNSs could help to enhance knowledge and information sharing on habitat management, monitoring, CEPA activities for this threatened species and other migratory waterbirds.

EAAFP 사무국이 인천의 송도 갯벌 (EAAF 145)과 홍콩의 마이포 이너 딥 베이 (EAAF 003)의 자매 서식지 협약에 대한 영상 “A Tale of Black-faced Spoonbill Linking Two Cities, Incheon-Hong Kong Sister Site Agreement” 을 공개하였다.

여러 나라를 걸쳐 이동하는 이동성 물새를 보호하기 위해서는 하나의 국가나 지역의 노력만으로는 힘들기 때문에 국제적 협력이 매우 중요하다. 2019년, 대한민국 인천광역시와 홍콩 정부는 철새이동경로 서식지 네트워크인 송도갯벌과 홍콩 마이포 습지의 협력을 강화하기 위해 자매 서식지 간 교류 협약을 체결했다.

이 두 서식지의 대표적인 철새는 인천에서 번식하고 홍콩에서 월동하는 저어새(IUCN 적색목록 위기, 천연기념물 제205-1호, 멸종 위기 야생동물 1급)이다. 1980년대에 전 세계 개체 수가 몇 백 마리에 불과할 만큼 멸종 위기에 놓였던 저어새는 IUCN 적색목록에 멸종 위기종으로 지정되어 있으며 동아시아-대양주 철새이동경로에서만 만날 수 있는 이동성 물새이다. 저어새는 2021년 인천시를 대표하는 깃대종의 하나로 선정된 상징성 있는 종이기도 하다. 인천과 홍콩은 지리적으로 2천 킬로미터나 떨어져 있지만 저어새는 이 두 서식지를 연결하는 중요한 연결고리가 되었다.

인천시와 홍콩은 방문자 센터 설립, 전문가 및 시민과의 교류, 정보교환 등 향후 저어새 등 철새 보전 활동을 위한 활동을 위해 다양한 형태로 협력을 도모하고 있다. 자매 서식지 협약을 통해 이루어지는 과학적 협업과 정보교환은 각 서식지를 관리하는 지자체들이 더 나은 보전 활동을 할 수 있도록 도와주는 역할을 하고 있다.
