On 13th May 2021, EAAFP Secretariat, Ulsan Metropolitan City, local NGOs and five Corporates (Hyundai Motor Company, S-OIL Corporation, Korea Zinc Co., Ltd., Korea Petrochemical Ind. Co., Ltd., KyungDong City Gas Co., Ltd.) gathered to celebrate the designation of Ulsan Taehwa River as a new Flyway Network Site [EAAF150] and sign the Memorandum of Understanding for the conservation of migratory waterbirds and their habitat in Ulsan, Republic of Korea. The ceremony was held in the Ulsan City Office with restricted number of participants to comply with the government’s guidelines to prevent COVID19.
A migratory bird introduction video announced the beginning of the ceremony. The video was short but conveyed a strong message. It showed how diverse species of migratory birds like the fairy pitta, black-winged stilt, and spot-billed ducks find rest at Taehwa River Flyway Network Site and visualized the importance of the conservation of the place.
Mr. Song Chul-Ho, the mayor of Ulsan Metropolitan City, expressed his gratitude toward Ulsan citizens, EAAFP Secretariat, and the Participating Corporates for their commitment to revitalize the Taehwa River. He acknowledged everyone’s hard work throughout the 8 years to make the designation happen. He emphasized the ecological meaning of the presence of diverse migratory birds in the area, and encouraged the citizens, businesses, and the administration to take the lead in protecting the natural environment and habitat.
In his congratulatory remarks, Mr. Doug Watkins, the Chief Executive of EAAFP Secretariat congratulated the designation of Taehwa River as the 150th Flyway Network Site and expressed his gratitude toward Ulsan Metropolitan City and the Participating Corporates for their dedication in the conservation of migratory waterbirds and their habitats in the Flyway. He emphasized the importance of corporate engagement for sustainable conservation and introduced several EAAFP projects and encouraged further collaboration for the future. He said “The MoU signing between Ulsan Metropolitan City, EAAFP Secretariat, and the Participating Corporates will lead to an inclusive and sustainable protection of the Taehwa river through responsible and collaborative conservation actions from each party of the public, private and non-profit sector.”
Mr. Park Byeong-suk, the Chairman of the Ulsan Metropolitan Council also delivered the words of gratitude. Mr. Park recalled how Taehwa River once used to be the symbol of air pollution and contamination. He emphasized the long journey to eliminate the pollutants and create a habitat where the migratory birds fly again. He said “The Flyway Network Site Certificate is a gift for all the hard work and devotion. Our city council will spare no effort to ensure that the wings of the virtuous cycle brought by migratory birds can establish Ulsan as an ecological city.”.
Following the FNS designation ceremony, the representatives of EAAFP Secretariat, Ulsan Metropolitan City, and the five Participating Corporates signed the MoU. Through the MoU, the three parties will cooperate to establish the Migratory Bird Protection Platform in Ulsan. After the MoU ceremony, the unveiling ceremony of the memorial statue and the copper plate followed.
Under the MOU, the EAAFP Foundation will develop corporate engagement projects and work continuously for migratory bird and habitat conservation through diverse corporate engagement activities such as the Champion Programme and small grant programme. The EAAFP Foundation was established in 2019 to better assist EAAFP Secretariat’s conservation activities in and out of RO Korea.

2021년 5월 13일 동아시아-대양주 철새이동경로 파트너십 사무국 (이하 ‘EAAFP 사무국’)과 울산광역시, 그리고 5개의 참여기업 [현대자동차㈜, S-OIL㈜, 고려아연㈜, 대한유화㈜, ㈜경동도시가스]은 울산 태화강의 새로운 철새이동경로 서식지 네트워크 [EAAF 150] 등재를 기념하고 울산의 이동성 물새와 그들의 서식지를 보호하기 위한 양해각서(MoU)를 체결했다. 울산광역시청에서 진행된 본 협약식에는 울산광역시, EAAFP 사무국, 그리고 5개 참여기업의 대표자들을 비롯한 귀빈들이 참석했다. 이번 행사는 정부의 방역 지침을 준수하기 위해 제한된 참여인원으로 진행되었다.
철새 소개 영상이 기념식의 시작을 알렸다. 태화강에서 쉼을 얻는 팔색조, 장다리물떼새, 흰뺨검둥오리 등 다양한 종의 철새들의 모습은 태화강 보존의 중요성을 가시화하며 짧지만 강한 메시지를 전달했다.
울산광역시의 송철호 시장은 태화강 회복을 위한 울산시민과 EAAFP 사무국, 그리고 참여 기업들의 노력에 감사하며 태화강의 FNS 지정을 위해 지난 8년간 수고한 모두에게 감사의 뜻을 전했다. 그는 다양한 철새들이 이 지역에 머무는 것에 대한 생태학적 의미를 강조하며 시민과 기업, 그리고 울산시 모두 함께 자연환경과 서식지 보호에 앞장서기를 격려했다.
EAAFP 사무국의 더그 왓킨스 대표는 축사에서 태화강의 150번째 EAAFP 철새이동경로 네트워크 서식지 등재를 축하하며, 철새와 서식지 보호에 헌신해 준 울산광역시와 참여 기업들에게 감사의 뜻을 표했다. 그는 지속 가능한 보존을 위한 기업 참여의 중요성을 강조했고 기업들과 추가 협력을 희망하며 EAAFP의 프로젝트를 소개했다. 왓킨스 대표는 “울산시와 EAAFP 사무국, 그리고 참여기업 간의 MoU 체결은 책임 있고 협력적인 보존 활동을 가능하게 할 것이며 각 공공, 민간, 비영리 단체의 노력은 태화강의 포괄적이고 지속 가능한 보존으로 이어질 것이다”라고 말했다.
울산시의회의 박병석 의장 또한 감사의 말을 전달했다. 그는 한때 태화강이 환경 오염의 상징이었던 것을 회상하며 오염물질을 제거하고 철새가 다시 날아다니는 태화강을 만들기 위해 노력했던 긴 여정을 강조했다. 박 의장은 “FNS등재 인증서는 그 모든 노력과 정성에 대한 선물이나 다름없다. 철새가 불러온 선순환의 날갯짓이 울산을 생태 도시로 확실하게 자리매김할 수 있도록 저와 우리 시의회에서도 협조와 지원을 아끼지 않을 것이다”라고 말했다.
FNS 등재식에 이어 EAAFP 사무국, 울산광역시, 그리고 5개의 참여기업은 ‘울산형 철새보호 플랫폼 구축 사업’을 위한 협약서에 서명하였다. 협약식 이후 자리를 옮겨 각 기관들은 울산시청 햇빛광장에서 철새보호 조형물과 동판 제막식을 하였다.
EAAFP 재단은 양해각서의 이행을 위하여 민간기업과의 협력사업을 개발하고 챔피언 프로그램, 민간단체 지원사업을 포함한 다양한 형태의 프로그램 등을 통해 적극적으로 철새와 서식지를 보호하는 일에 참여할 수 있도록 지속적으로 노력할 것이다. EAAFP 재단은 EAAFP사무국의 국내외 보존 활동을 지원하기 위해 2019년에 설립되었다.
